Enhanced Learning Credits (ELC)

Southwest Health and Safety are proud to be an approved by the MOD to be able to offer a number ELCAS courses that Service Personel can use ELC funding towards. (Centre No: 8747), Southwest Health and Safety was founded by Andy O’Donnell who is a former member of the Armed Forces who served 22 Years in the King’s Royal Hussars (KRH) who form part of the Royal Armoured Corps (RAC).

If you are currently serving in the Armed Forces and thin king about planning your future civilian career – or you have served and are looking for qualifications to begin a brand new career –  We are able to offer a large variety of ELCAS approved training courses.

Southwest Health and Safety have a great reputation amongst the military community because of our drive to help developing your skills and confidence to enable you to gain employment once you’ve left the military.

How to complete the ELC Claim process:

To access your funding for our approved training courses and to book your place, you will need to complete the following process:

► Step 1: Choose the required courses, note the Course Codes at the side of each course below and our ELCAS provider number 8747

► Step 2: Complete an ELC claim via the ELCAS website.

► Step 3: Once approved, Please send a copy of the Claim Authorisation Note (CAN) to us.

► Step 4: Complete our online booking form – this will be sent once we receive the CAN from you.

► Step 5: We will then invoice you to pay your 20% contribution.

ELCAS Information

ELCAS provide a member’s area for you to login into your account here.

You will only be able to login if you have been sent an email by your appropriate MOD authorising Personnel, which will confirm your login credentials.

For Service Leavers you need to contact your Single Service Representative (SSR).


Any ELC Members Area access issues for Service Personnel still in service are to be directed to your local Individual Education and Resettlement Officers (IEROs). ELCAS cannot set up Member Area accounts.

How can I check my eligibility and that I am registered? +

Your eligibility is displayed on the dashboard of your members’ area, if not, please contact ELCAS here

How do I know which tier I am eligible to claim? +

For the lower tier of funding you are required to have completed a minimum of four years qualifying service prior to 1st April 2017 or not less than six years eligible service if you enlisted on/after the 1st April 2013.

For higher tier claims you are required to complete a minimum of eight years eligible service.

What is the lower or higher tier? +

On the lower tier of funding you are entitled to claim 80% of the cost of a Level three or above course up to the maximum of £1000.00. For the higher tier this is up to £2000.00 per ELC claim.

I’ve left the services by when must I submit my final claim? +

Your final claim must be submitted before the 10th anniversary of your last day of service if you left before 1st April 2016. If you left on/after 1st April 2016 or later, they expire on the 5th anniversary of your last day of service.  The course MUST start before this expiry date.

The policy on the expiry date for a number of service leavers changed recently; information on this change can be found here. Additionally you may wish to read JSP 822 alongside DIN 2021DIN01-052 for more information on the expiration date of your claims particularly in respect of those service leavers who were medically discharged.
